Position Summary

Sankofa Consulting seeks a mid-career Evaluation Officer/Program Officer II to engage in the full range of technical tasks and activities offered to our clients. The Evaluation Officer/Program Officer II (EO/PO II) is responsible for executing strategy, measurement, evaluation and learning activities to assess the implementation and impact of program interventions, including conducting data collection and analysis, developing high-quality deliverables and knowledge products, and collaborating with external partners. In addition, the EO/PO II will work as part of Sankofa’s project teams to advance business development in the health sector and the development of proposals in response to solicitations. The EO/PO II will work with the managing director and other senior staff to manage external communications with clients and partners, ensuring that discrete tasks and activities of Sankofa’s programs, learnings, and results are broadly shared to relevant stakeholders. We are looking for someone who is a proactive problem solver, excellent communicator, flexible team player, and is committed to evaluation in service of equity.

More specific responsibilities include:

Technical

  • Contribute to thought leadership around measurement, evaluation, and learning.

  • Leading and/or contributing to the design of evaluation and research plans

  • Leading literature and secondary data collection reviews

  • Developing measurement frameworks

  • Designing qualitative and/or quantitative data collection instruments

  • Managing and/or engaging in data collection efforts

  • Analyzing and synthesizing qualitative and/or quantitative data

  • Preparing high quality draft and final reports, presentations, and other deliverables

  • Facilitating learning engagements with clients and stakeholders

  • Project Management

  • Developing sound work plans and budgets

  • Assembling and coordinate teams of staff, consultants, and subcontractors

  • Managing day-to-day activities of assignments

  • Leading engagements clients and stakeholders

Business Development

  • Leading and/or contributing to proposal writing and budgeting in the health sector

  • Conducting background research

  • Contribute to recruitment and assembling project teams

  • Managing and/or coordinating proposal development

Supervisory

  • Participate in hiring and onboarding of new staff

  • Manage project teams

  • Supervise research associates and interns

Required Experience and Education

The EO/PO II is a mid-career role. The ideal candidate will have 6+ years of relevant experience, including:

  • Prior work in measurement, program evaluation and/or applied research with nonprofits, foundations, and/or government.

  • Demonstrated skills in the design and use of qualitative data collection methods such as conducting semi-structured questionnaires and focus groups.

  • Experience in designing surveys and analyzing survey data.

  • Ability to analyze data using NVivo/Dedoose and/or SPSS/STATA or similar software packages, data visualization software, a plus.

  • Interest in using data to inform learning, strategic recommendations, and capacity building.

  • Excellent written and verbal communication skills. Ability to produce concise actionable insights.

  • Advanced degree in public health, public policy, education, or related social science degree.

  • Fluency in a second language, a plus.

This exempt full-time hybrid position who will report to a Portfolio Manager . This role requires regular travel to in-person client engagements in Seattle and client and partners sites across the Pacific Northwest.

Salary & Benefits:

The salary range for this position is $95,000-$110,000 (depending on experience). Benefits also include medical coverage, a 401(k) plan, and generous paid time off.
