Jill Tirnauer

Director of Evaluation

Ms. Jill Tirnauer has extensive global experience as an evaluation and impact consultant, with over 20 years in the field. She has served as a director and manager for 13 years, overseeing complex programs and evaluations for various sectors, including government agencies, foundations, nonprofits, and the private sector. Jill emphasizes right-sized solutions to organizations’ needs and draws upon a vast inventory of approaches and tools to produce high-value information to strengthen program impact and advance social outcomes. With experience in 30 countries and the United States, she applies inclusive, culturally responsive, and equity principles to her work. She collaborates regularly with diverse stakeholders and local partners, and is a certified Emergent Learning practitioner. As both a methodologist and practitioner, she has worked in various content areas, such as advocacy and democracy, humanitarian aid, community development, health, climate/environment, water and sanitation, economic development and agriculture, leadership, and the arts. Her specialties include strategy development and program design, monitoring, evaluation and learning (MEL) frameworks, measurement, data collection and reporting, program evaluation, applied research, and capacity building and systems strengthening.

Jill earned an MS in Urban Planning from Hunter College and a BA in Economics and Urban Studies from Lehigh University. She is a member of the American Evaluation Association, and the leadership teams for the Social Finance TIG and the New York Consortium of Evaluators.
